Get Medical Marijuana On The 2018 Idaho Ballot

PETITION CIRCULATION INSTRUCTIONS:

Dear Volunteer:
Thank you for taking the time to help circulate the petition. There are many people in the State of Idaho who are suffering from debilitating conditions that could be alleviated with the help of Medical Cannabis. We need 50,000 valid signatures coming from 6% of at least 18 (out of 45) legislative districts in Idaho by April 30 th , 2018 to get it on the November 2018 ballot. This will put us one step closer to providing a much-needed medical choice for our great state.

Please take a moment to read through the entire instruction packet, as well as the petition. In fact, read both – several times– so you will be able to troubleshoot any questions about the petition that someone may have, and to become familiar with all the rules and regulations that need to be followed. Remember, the more informed you are......the stronger we are as a collective.

State Guidelines for Initiative Petition Circulators
• 1. Circulator shall be a resident of the State of Idaho and at least 18 years of age.
(34-1807 I.C.)
• 2. Residence defined:
(1) "Residence," for voting purposes, shall be the principal or primary home or place of
abode of a person. Principal or primary home or place of abode is that home or place
in which his habitation is fixed and to which a person, whenever he is absent, has the
present intention of returning after a departure or absence there from, regardless of
the duration of absence.
(2) In determining what is a principal or primary place of abode of a person the
following circumstances relating to such person may be taken into account business pursuits, employment, income sources, residence for income or other tax pursuits, residence of parents, spouse, and children if any, leaseholds, sites of personal and real property, sites of residence for which the exemption in section 63-602G of Idaho Code, is filed and motor vehicle registration.
(3) A qualified elector who has left their home and gone into another state or territory or county of this state for a temporary purpose only shall NOT be considered to have lost their residence.
(4) A qualified elector shall not be considered to have gained a residence in any county or city of this state into which he comes for temporary purposes only, without the intention of making it his home but with the intention of leaving it when he has accomplished the purpose that brought him there.
(5) If a qualified elector moves to another state, or to any of the other territories, with the intention of making it their permanent home, then shall be considered to have lost their residence in this state. (34-107, I.C.)
*** If a person is attending an Idaho college they may need to make sure that by
registering to vote in this state they will not lose their scholarship before they decide to register to vote
• 3. The signatures on any one page shall be from one (1) County only. (34-1804, I.C.)
• 4. Circulator shall show and give the signer the opportunity to read both the short and long ballot title before the petition is signed. (34-1815, I.C.)
• 5. Each signer must personally place on the petition their complete signature, residence street and number, the name of the city or post office (zip code), and the date of signing. Each signer must print his name on the petition. (34-1801A, I.C.)
• 6. Circulator must sign verification on bottom of each signature page, which states that the circulator personally witnessed the signatures. (34-1807, I.C.)
• 7. The law provides for severe penalties for false oaths, and knowingly and willfully circulating petitions containing false, forged or fictitious names. (Sections 34-1814 thru 34-1818, I.C.)
• 8. Communicate with the County Clerk concerning the signature verification process. The County Clerk is not required to return by mail petitions left for verification at their office. It is the circulator’s responsibility to gather verified petitions.

Suggested Circulator Supply List:
- 2 or 3 clipboards
- Document Folders (One for each county you are covering. As you are circulating, you may run across people from multiple counties. If you anticipate this happening, be sure to have separate folder sets for each county.)
- Black Pens –no markers! (Always carry several extra pens).
- ALL SIGNATURES MUST BE WRITTEN IN BLACK INK!
- Flyers (optional, but by giving people a time and place you will appear regularly, they can find you easier and/or send others to sign the petition as well)
- Voter Registration Cards (found at your county’s elections clerk’s office - each county’s contact information can be found at www.idahovotes.gov. You can also download/print voter registration cards from that website.
- Callback sheet (plain/lined sheets of paper can be used. Write CALLBACK at the top)

HOW TO GET STARTED :
Print multiple copies of the petition.
Make sure all pages are in order and stapled.
As prescribed by Idaho petition laws, only one signature sheet may be attached to each petition. Do not exceed 20 signatures per each signature sheet. If you run out of signature spaces that means it’s time to pull out a fresh petition. ☺

Suggested Locations :
Once you have gathered all the signatures you can from your friends, family, and
neighbors, please consider circulating the petition at these locations:
1. In front of stores and public buildings such as the library, city hall, post office, DMV,
public side walks, parks, etc.
2. Public events and festivals
3. Rallies, fairs, carnivals & Rodeos
4. Door-to-Door (at your discretion, BE SAFE!)
5. Generally anywhere you think you can comfortably approach the public.
6. Public transportation
7. Concert houses and any place with long lines

CIRCULATOR DO’s & DO NOT’s
DO use your manners. (Always say Please & Thank You!)
DO instruct the voter to write information legibly.
DO make sure the signer is a registered voter in the county for your petition. You can verify this information through www.idahovotes.gov on a smartphone or tablet.
DO make sure the voter accurately fills out all required information.
DO get those who do not have time to sign the petition to sign a call back sheet.
DO leave a location if you are asked to do so by management/security.
DO refer people to our organization when you are in doubt of what to do or say.
DO NOT sign your own petition. As the petition’s circulator you will only sign the “Statement of Circulator” on the last page, the same place your petition gets notarized. You can sign someone else’s petition, but only once.
DO NOT fill out the information for the voter.

DO NOT hesitate to contact Idaho Medical Marijuana Association with questions, concerns comments, or feedback.

DO NOT participate in public behavior that is unprofessional, vulgar, or illegal. It is absolutely none of IMMA's business to dictate what you do in your personal lives and we will defend your right to privacy. However, you need to remember: when you are out in public doing this work, you are a representative of the entire movement. Any public law-breaking, distasteful, or antagonistic behavior on your part will only harm what we are all working hard to accomplish. Treat hecklers with kindness and respect, even if they don’t warrant any (BE the better person). If they refuse to cease their remarks, move to another location. DO NOT let that slight possibility deter you from gathering signatures. Hecklers are rare, but they do show up once in a blue moon. Most of the ones that we have encountered from time to time never lasted very long where they were trying to stir up anger and confrontation, we killed ‘em with Kindness and diffused the situation immediately. And sometimes, they went home and researched what we stand for and showed back up six months later, wanting to sign the petition. And yes, that actually has happened. The truth is: for every Thumbs Down and scowling face that has opposed our presence, there have been at least 100 Thumbs Up, Smiles, and HUGE Thanks for our courage in questioning the Status Quo, and our unceasing efforts in bringing about more compassionate medical cannabis laws in Idaho.

Okay, it's time for the next step – taking it to a notary (for those in the Treasure Valley, we have one at our Boise office you can use at 4948 W. Kootenai St., Ste. 203, 208.407.0796, Please call to schedule an appointment)

Notary Instructions:
- Take your entire Binder/Packets of signed petitions to a notary of your
choice, or can can use IMMA's notary if you live within the Treasure Valley.
- Do not fill out any of the required information until you are with the notary.
- When you are with the notary, Fill out all fields with your correct information.
(make sure it matches your personal voter registration information)
- Be sure to have your current identification ready.

Once you have notarized the petitions, it’s time for the next step:
Submitting your signed/notarized petitions to your county's election clerk office for verification.

Once you have your completed the petition(s) notarization, take (or mail) them to the correct county clerk. If the signatures on the petition are from a certain county, they must be taken to THAT county clerk for validation. The county clerk WILL NOT mail the petitions back to you. You MUST communicate with the county clerk and pick up the validated petitions when the clerk is done.
Once you have retrieved the petitions with verified signatures, scan a copy of the verified signature sheet(s) and send it as an attached .jpg or .pdf file to 208IMMA420@gmail.com , using “Validated Sig Sheet for (whatever county you’re in) “ in the subject line.

THEN place everything in a 9" x 12" manila envelope and submit to IMMA for safe keeping. You can mail (via certified or Priority mail, be sure to send us the tracking numbers) the processed petitions to:

THIS SHALL INCLUDE BUT NOT LIMITED TO: RIBBONS/PINS, MERCHANDISE, TABLES, CLIPBOARDS, PENS, BINS, and UNUSED PETITIONS/SUPPLIES. BE SURE TO NOTARIZE YOUR FINAL PETITION(S) AND TURN THEM INTO THE COUNTY CLERK FOR VERIFICATION. ONCE PROCESSED, RETURN THE VERIFIED PETITION WITH THE REST OF THE SUPPLIES.
